Main Purpose of job
To organise, manage and deliver the major works programme, and lead on Leasehold Management in relation to Major Works.

Management of People
Direct manager of major works project manager. Part of the JMB Senior Management Team. Strategic support to the responsive repairs manager

Services Managed
Major Works. However will also provide strategic support to Responsive Repairs Manager.
Leasehold consultation and charging in relation to major works.

Main duties and responsibilities
Delivery of Major Works

1) Budget Holder. Set, manage and control the major works programme budget.
2) Develop the mid and long term Major Works plans, feeding into the 30 year financial plan
3) Ensure high quality delivery of Major Works from inception to completion.
4) Develop and maintain the JMB stock attribute and condition information
5) Be responsible for the provision of accurate records and information to allow the successful construction and billing of the Major Works Service charges.
6) Ensure high quality health & safety, risk management and fire prevention measures during delivery of Major Works.
7) Procure Major Works ensuring the quality and costs are competitive and managed rigorously
8) Lead manager on major works subcommittee
9) Undertake all stages of governance to secure programme and project approval following the gateway process. Report to JMB Board and sub groups relating to all aspects of the major works programme.
10) Support resident involvement, participation and engagement in major works projects to enable a wider representation of views. Regularly measure resident satisfaction to gauge the delivery and success of the Major Work programme.

Delivery of Leaseholder Management
11) Responsible for providing necessary documentation to enable statutorily consultation to ensure recovery of services charges. (Section 20 notices to Leaseholders)
12) Technical support for resolving homeowner queries Strategic Support to the Responsive Repairs Manager
13) Providing support and guidance for complex contract procurement
14) Liaising with the responsive repairs manager on technical issues as and when required Senior Management Responsibilities
15) Manage Major Works Project Manager
16) Support managers and supervisors to deal with staffing issues that may arise
17) Support and develop staff. Challenge poor performance.
18) Senior management cover when the JMB manager and other senior manager are not available
19) Participate in all aspects of the JMB’s formal staffing procedures
